Founded in 1997, Funapol is irrigated with the resources charged for services provided by the Federal Police, such as: migration; fines; the fund’s own revenue; revenue from public tenders; donations, among others.

Originally, at the end of 2021, government-mandated texts were intended to use up to 30% of Funapol’s revenue with transportation, accommodation, and food for PF servers, and this was planned; and, as a novelty, it also allowed the percentage to be used with the health of the organization’s staff.

The text also sets out the rules for the voluntary service of the federal police, and states that the funds required to pay compensation will come from the review of PF budget allocations.

Pay according to availability

The Minister of Justice and Public Security shall establish the limits and conditions for the payment of compensation, depending on the budgetary availability of the portfolio. The funds will come from a review of the Federal Police’s own budget allocations.

Bolsonaro also signed a temporary measure imposing a National Voluntary Civil Service Program for young people aged 18 to 29, people with disabilities and those over the age of 50 who have been without a formal employment relationship for more than 24 months. .

The aim of the two-year program is to “contribute to the productive inclusion of vulnerable people and reduce the impact of the pandemic on the labor market.”

The provisional measure was published by the government in January this year and approved by the National Congress. The federal government did not say the president vetoed part of the text approved by lawmakers.

The deputy does not plan to use the resources of the federal government in the program, which will be funded by the Federal District and the municipalities that adhere to the action.

It is the responsibility of the DF and the municipalities to define and offer “public interest” activities without any employment or professional relationship.

Priority for access to the program will be:

  • beneficiaries of income transfer programs, such as Auxílio Brasil
  • People from low-income families in the Federal Register of Social Programs of the Federal Government (CadÚnico).

People who receive benefits from the general and specific Social Security system will not be eligible to participate in the program, except for those who receive a death or accident benefit pension.

Local governments will select volunteers through a simplified public selection, and will determine the duration of the volunteer work.

The maximum workload will be 22 hours per week, limited to 8 hours per day. Municipal and district officials who are included in the program must also offer an initial training or vocational qualification course with a workload of at least 12 hours per 30 days of stay in the program.

The courses can be face-to-face, mixed or distance learning and will be held in S-System entities, or in municipal or district technical-professional training organizations.

Scholarship less than the minimum wage

The City Council and the Federal District must determine the amount of scholarship to be paid to program participants. The amount must be equivalent to the minimum hourly wage and be adjusted to the sum of the hours of courses and activities performed.

Opposition MPs criticized the rule, saying it was worth less than half of the minimum wage, which would be around R $ 500.

The text provides for the payment of a transport voucher that will not be deducted from the grant or the offer of another free transport; and taking out personal accident insurance.

Volunteers will not be allowed to take part in:

  • unhealthy
  • dangerous
  • those who configure the representation of officials or employees of the federal entity in the performance of their activities

When a volunteer completes one year of the program, he or she will be entitled to a 30-day rest period upon payment of the scholarship on time. If a volunteer is in the program for less than one year, he or she will be eligible for vacation in proportion to the time he or she worked as a volunteer.

Volunteers will be excluded from the program if they are hired in a formalized position, take up public office, have less than the minimum attendance, or do not perform well enough.
